Collective Action in Programming: A Practical Guide for USAID Missions, provides practical guidance for USAID staff to design, implement, and manage programming that leverages Collective Action (CA). CA is defined as an intentional and agreed-upon process where diverse stakeholders take joint actions toward shared development objectives. Drawing on field research, ten global case studies, and USAID's policy frameworks, the guide offers ten modules covering key steps such as assessing suitability, defining roles, designing scopes of work, budgeting, and monitoring & evaluation. The guide supports USAID’s localization agenda by helping Missions engage local actors, share decision-making, and build sustainable coalitions capable of tackling complex development challenges.
