Measuring Local Capacity Strengthening in USAID/DRG Programming Using CBLD-9

This brief provides guidance for USAID Democracy, Human Rights, and Governance (DRG) stakeholders in applying Capacity Building indicator (CBLD) -9 to measure the impact of their local capacity strengthening (LCS) programming. In line with the LCS Policy, measuring results is essential for understanding LCS program effectiveness and making improvements for the future. This guidance helps DRG stakeholders to think creatively about how to measure performance of LCS activities, transcending the often used approach of tracking internal organizational processes or other procedural improvements. Instead, this brief outlines three approaches to developing measurements that are consistent with the USAID LCS policy, place local actors in the lead, and focus on more essential forms of improved capacity.
CBLD-9 is one of three Standard Foreign Assistance Indicators used to track USAID progress toward strengthening the performance of local organizations. CBLD9 is defined as the “percent of U.S. Government [USG]- assisted organizations with improved performance.”
CBLD-9 can be used in support of principle three of the LCS Policy that states: “Plan for and measure performance improvement in collaboration with local partners.” CBLD-9 can be tailored to measure the performance goals of the local actors supported.
This measurement captures both the process and outcome of capacity strengthening at the level of the organization.
CBLD-9 indicators can be customized for DRG- specific performance.
