This guide aims to support decision making by providing recommendations for responding to democratic openings. The goal of this guide is to help practitioners identify where they should focus their attention and how limited resources might best be applied given the pattern of democratic opening that a country is experiencing. Democratizing reform can occur in competitive and closed autocracies. Identifying democratic openings and developing responses based on the pathway by which democratic reform might occur is relevant for both regime starting points.
