This research study examines transnational corruption, strategic corruption, and kleptocracy (TASCK) in sub-Saharan Africa to help USAID modernize its anti-corruption programming. Following the 2021 U.S. Strategy on Countering Corruption and 2022 USAID Anti-Corruption Policy, the study addresses a critical knowledge gap by investigating how these sophisticated forms of corruption—which cross borders, involve global networks, and can involve governments weaponizing corrupt practices—actually impact African communities' daily lives. While investigative reporting highlights high-level kleptocratic phenomena, less is known about concrete grassroots effects or whether current development responses adequately address these issues.
